The court shaved 11 years he's already spent in detention from the sentence and five more for being illegally detained by a military court. Duch ran the notorious Tuol Sleng prison, where some 16,000 Cambodians were tortured and killed during the four-year reign of the Khmer Rouge in the 1970s.

Bush's unpopularity among voters starts to fade

The former president's standing remains weak, but polls suggest it's now less effective for Democrats to try to run against him.

As campaign foils go, George W. Bush was a very effective one for Democrats in 2006 and 2008, even though his name never appeared on a ballot. But now, as the party seeks to defend the majorities it built based in part on Bush fatigue, Democrats find that invoking the former president's name doesn't pack quite the same punch.
