War & Peace In New York

It's a bit of a shame the most recent Nobel laureate would like nothing more than to see New York Governor David Patterson not run for reelection in 2010. Admittedly the big guy did win the award for peace and not economics, but it's not like he doesn't have access to some serious economic brainpower. So exactly what sort of off-the-wall, backwards thinking has Patterson been spewing that 's led to this stand off? New York is clearly an economically important state. Maybe there is a problem with his stance there.

"You heard the mantra, 'Tax the rich, tax the rich,'" Paterson opines. "We've done that. We've probably lost jobs and driven people out of the state."

The state legislature passed a budget for this year with $6.1 billion in projected new taxes and fees. The budget deal was sealed with steeper rates for folks earning more than $200,000 a year, but curiously called a "millionaire's tax."

Queried as to whether the budget was wise during the downturn, Paterson said: "None of this makes sense."

Yes indeed. Time to get this guy out in case he does something really drastic. Assuming Patterson does go and is replaced with somebody with a different take on taxing high income earners, there is definitely a risk people will continue to be driven out of the state. At which point BO may have to put his newly recognized skills to work, and make peace with himself.

Podcast: Here Comes China

Unicorn

For the future of China's Tianjin Economic-Technological Development Area, absolute confidence. (Laura Conaway)

On today's Planet Money:

Ian Bremmer of Eurasia Group and professor Kishore Mahbubani of the National University of Singapore take us on a brief world tour.

Mahbubani, author of the New Asian Hemisphere, argues that the most of the world is preparing for China's coming global dominance. It's a psychological adjustment that Americans aren't yet ready to make.

Bremmer, author of The Fat Tail, says that if the Chinese economy remains state-controlled, American businesses won't get a level playing field. But Americans shouldn't necessarily fear the rise of China, because the U.S. and China will continue to need each other for many years to come.

I work at a small automotive supplier about an hour out of Detroit, MI. Our recent green shoot is... a janitor! Specifically, next week marks the return of limited janitorial service.
For the last few months we've all been pitching in to clean up the place, which actually has been nice in it's own way. It makes the office a more familial environment (especially after so many layoffs), plus I love watching managers try (and fail) to do simple things like refill paper towel dispensers.

Back in 2007, the never monotone Cage was basking in the glow of starring or appearing in four movies that robbed millions of people of several hours of their life they'll never get back again. But people could take at least some comfort that, in the end, the IRS would make NC pay for what he had done. Or so they thought.

What Sort Of Files Do We Think Are On Ken Lewis's Hard Drive?

The problem Wikileaks often runs into is how to present the material it's been given and how to make it easier to sift through for vital information, said Assange.

"At the moment, for example, we are sitting on 5GB from Bank of America, one of the executive's hard drives," he said. "Now how do we present that? It's a difficult problem. We could just dump it all into one giant Zip file, but we know for a fact that has limited impact. To have impact, it needs to be easy for people to dive in and search it and get something out of it."

Which Troubled Financial Services Company Made Sallie Krawcheck Vomit?

Screen shot 2009-10-09 at 2.01.16 PM.pngObviously the gut goes with Citi or Bank of America, but no! So this is going to be a tough one. According to the Kraw, who spoke Wednesday night at the Manhattan's Museum of American Finance, before she took her current gig at as head of wealth management at BAC, she was considering a position at another firm (which she wouldn't name but described as "troubled"). She was thisclose to signing with them and, truth be told, would've never before considered answering to Charlotte. But a series of hints from the universe that included a fractured jaw gave SK a moment's pause and ultimately drove her into the arms of this guy [motions to Ken Lewis passed out over a toilet seat].

The first was that she overslept the morning of the initial interview, and almost missed her flight. And she'd never overslept in her life! She didn't have enough time to shower, or even take her PJs off (WTF?) before putting her pantsuit but whatever. SKraw does remember thinking to herself, "this doesn't feel very good," but NBD. Water off a duck's back. The meeting went well, and she scored a follow-up, this time in New York. The next time, things started out more auspiciously.

This was a beautiful spring day. Wearing a new suit and new shoes, she recalled, "I couldn't have been feeling more pleased with myself."

So she's walking, she's walking, she's checking out her reflection of the old Bear building, thinking to herself, "Huh, I wonder Jimmy Cayne is up to these days? How weird was it that time he tried to pinch my ass? And what a fine ass it is, amiright? Get a load of that thi--" and BOOM! Girlfriend's heel gets caught in the crack of a sidewalk and she is down for the count. And I'm not talking a little scrape of the knees fall, I'm talking Sallie Krawcheck, missing a tooth.

FSA Says It's Time To Pay

GBP.jpgLike it or not, new bank regulations are almost sure to make their way into the system on both sides of the Atlantic. Those massive financial services supermarkets got carried away with how much risk they thought they could properly manage and now safeguards need to be put in place to avoid a repeat. The outrage at some of the UK's corporate citizens has been fierce. The message is clear- banks should pay for their sins. In fact, the price tag for their sins could be as high as £2 billion to provide a better liquidity cushion. Time to celebrate a job well done. The banks will pay for their sins and innocent bystanders such as their customers will reap the benefits.

Six Unemployed People For Every Opening

By Laura Conaway

Do the math: On the last business day of August, the number of job openings in the U.S. was just under 2.4 million. The number of unemployed people hit 14.9 million that month, then climbed to 15.1 million in September. That means there about six unemployed people for every available job.

And it's been that way for a while. "The job openings rate was little changed in August in all industries and regions," reports the Bureau of Labor Statistics in the latest Job Openings and Labor Turnover Summary. Flat, flat, flat.

This job market is just not warming up. Hiring fell in the private sector and in the government one. Hiring fell in every region except for the Midwest, where it rose by 45,000. In the West, hiring fell by 175,000. The quits rate, which includes people who voluntarily leave a job for any reason other than retirement or death, fell back to a record low of 1.3 percent -- so low as to be meaningless.

Experts Weigh In On Whether Or Not The FHA Is Actually In The Express Lane To A Bailout

Wrong Way Sign.jpgIs the FHA destined for a taxpayer funded bailout? Depends on which expert you ask. On the one hand former chief credit officer for Fannie Mae, Edward Pinto believes you might as well put $54 billion more on the taxpayer tab right now.

"It appears destined for a taxpayer bailout in the next 24 to 36 months," Pinto said.

The FHA program's volumes have quadrupled since 2006 as private lenders and insurers pulled back amid the U.S. housing slump, Pinto said. The jump has left the agency backing risky loans and exposed to fraud in a "market where prices have yet to stabilize," he said.

Backing risky loans and susceptibility to fraud almost sounds like the kind of reckless subprime behavior that led us to where we are today. But we're a democracy. There are other experts whose opinions should be taken into consideration. Maxine, please give us your professional assessment.

FHA On The Ropes, Or Not. Plus: Canada Adds Jobs

By Laura Conaway

Good morning, and welcome to the latest mixed signs of the times.

The Federal Housing Administration, which backs home loans with small down payments, is either at risk of needing a bailout, as a former Fannie Mae executive told Congress yesterday, or is going to make it through, as FHA commissioner David Stevens told them.

The U.S. trade deficit fell just a bit in August, the Commerce Department reports, as exports rose ticked upward and imports ticked downward. On the other hand, retailers sold slightly more in September than in August.

In its October report, Elizabeth Warren's Congressional Oversight Panel questions whether federal efforts to help struggling homeowners avoid foreclosure will help enough people or help them long enough. Treasury issued its own report saying the Making Home Affordable Program is finally on its way and has helped 500,000 mortgage holders so far.

Federal Reserve Chairman Ben Bernanke reassured inflation watchers by signaling that the central bank has a plan for tiptoeing back out of its many market interventions of the past year. The New York Times reports that policymakers at the Fed disagree over when to raise interest rates again.

Where's employment growing? Canada, where employers added 30,600 jobs in September and the jobless rate fell from 8.7 percent to 8.4 percent.

Latin accent, eh? Must be a lot of historians calling in.

2. San Francisco: Nemesis required. 6-month project with possibility to extend

I’ve been trying to think of ways to spice up my life. I’m 35 years old, happily married with two kids and I have a good job in insurance. But somethings missing. I feel like I’m old before my time. I need to inject some excitement into my daily routine through my arm before its too late. I need a challenge, something to get the adrenaline pumping again.

An addiction would be nice, but, in short, I need a nemesis. I’m willing to pay $350 up front for you services as an arch enemy over the next six months. Nothing crazy. Steal my parking space, knock my coffee over, trip me when Im running to catch the BART and occasionaly whisper in my ear, “Ahha, we meet again”. That kind of thing. Just keep me on my toes.

Complacency will be the death of me. You need to have an evil streak and be blessed with innate guile and cunning. You should also be adept at inconsicuous pursuit. Evil laugh preferred. Send me a photo and a brief explanation why you would be a good nemesis.

British accent preferred.
• Compensation: $350 up front

You can tell this guy works in insurance. Someone else might, say, punch or slander someone to acquire a real-life nemesis. The job poster, on the other hand, wants all the benefits of a nemesis–without the risk.
