Metropolitan magistrate J K Pandya passed the remand order after the police sought their custody for interrogation to unravel the conspiracy behind the blasts in which 55 people had lost their lives. The accused--Jahid Sheikh, Yunus Mansuri, Shamsuddin Sheikh, Arif Kadri, Gyasuddin, Imran, Usman Agarbattiwala, Iqbal Sheikh and Sajid Mansuri --are all in the age group of 20-25. The mastermind of the blast, Mufti Abu Bashir, who was arrested in Uttar Pradesh, was brought to Ahmedabad on Saturday night on a three-day transit remand. Earlier, a lawyer representing some of the accused submitted in the court that his clients were innocent. “The police have shown arrests of all my clients on Saturday but they were in police custody since July 31. So the court should not give further remand,” Hasim Qureshi said. The courtroom was filled with relatives of the accused and security personnel. Gujarat police have claimed that they busted a pan-India network behind the serial blasts in Ahmedabad and other cities in the country with the arrest of 10 people. Earlier this month, a tribunal had lifted the ban on SIMI, saying the government had been unable to supply any new evidence of illegal activities. The next day, the Supreme Court reversed the decision, saying the ban would stay in place until it could consider further evidence to be presented by the government within three weeks. Issuing the Request for Proposal (RFP), the DoT has convened a pre-bid conference on 27 August and will open the financial bids, of those who qualify technically and meet all the criteria for selection, on 19 September this year. Click here to view Notice for RFP According to the eligibility criteria, the bidder shall not have any equity directly or indirectly in any telecom or Internet service provider in India. Similarly, any telecom company or ISP shall not have any stake in the bidder company. DoT’s decision to issue a RFP comes amid a tussle between ministries of finance and telecom over the guidelines of 3G mobile services and both have exchanged communications in this regard. Last week, Communication and IT Minister A Raja had asserted that the ministry of finance was consulted on all the financial implications relating to 3G spectrum pricing and they (finance ministry) has also nominated its representative in the joint committee which would oversee the auctioning of radio frequency. Raja had said there would be no deviation in the schedule for auction of spectrum and rollout of services. The companies applying for conducting auctioning of spectrum need to be registered under the Indian Companies Act or a foreign company incorporated in a country outside India or a joint venture of such companies. DoT has, however, set a tough condition that the bidder company should have the experience of having conducted at least five e-auctions in the last three years and the total value of all e-auctions conducted should be at least Rs2,500 crore. Source: LatestNews-Home - Livemint.com | 17 Aug 2008 | 8:22 am Give tax incentives to Industrial Training Centres: FicciBy PTI New Delhi: Industry association Ficci has asked the government to give fiscal support in the form of a 10-year tax holiday and excise waiver for purchase of training equipment to scale up and modernize Industrial Training Centres. “The government should offer fiscal support in the form of a 10-year tax holiday, excise waiver for purchase of training equipment and machinery, funding for training for Industrial Training Centres (ITCs),” the chamber said. ITCs in the private sector can prove to be a strong catalyst for skill formation and an important conduit to attain the national goal of developing an adequately skilled manpower, it said. Government should also address the critical issue of lack of opportunities for upward mobility in the education ladder for Industrial Training Institute (ITI) passouts. At present, ITI passouts find it difficult to upgrade their qualification to the diploma and degree level. Employment exchanges in the country should be remodeled on the pattern seen in Taiwan, which effectively under one roof offer training services, counseling services, employment testing services and employee referral services, Ficci said. In India, Apprenticeship Act does not allow the companies to treat apprentices at par with workers. Suitable amendments should be made to remove such bottlenecks. To give an impetus to the skill-training programme in the country government should take measures to empower the private sector managed ITCs through the proposed National Skill Development Corporation. The chamber has also called for fresh thinking on improving the quality and capacity of vocational education and training like strengthening private sector participation (PPP) in management of institutions and in course design. The demand for risk cover against unanticipated incidents has led film producers to opt for mechanisms that provide protection to their investments, the officials said. The entry of corporate giants into film making has not only altered the dynamics but also catalyzed the growth of the film insurance business, the officials said. “Films fall into the broad category of event management and hence like any other event it can also be insured,” K N Bhandari, honorary director, Centre of Insurance Studies and Research, National Law University, Jodhpur, told PTI here. Attributing the growth of the business to an increasing number of corporate entities like Adlabs, Sony Pictures and UTV, amongst others, entering the realm of film-making, Bhandari said “these corporates prefer to be insured against any unforeseen or unfortunate incidents and this is becoming a big driver of growth.” Another fall-out of this growth is that as the film insurance business picks up steam in the next few years, so would institutional financing of film making. “As film insurance gains in popularity, it will also encourage and promote institutional financing of film making,” Bhandari said. Source: Home - Livemint.com | 17 Aug 2008 | 5:54 am FDI in Q1 FY 09 exceeds total inflows in 2005-06: RBIBy PTI Mumbai: India is fast catching up with China in the flow of Foreign Direct Investment as it crossed $10 billion in the first quarter of this fiscal. Foreign Direct Investment (FDI) in the first quarter of FY 09 has far exceeded the total FDIs flows received by the domestic economy in the financial year 2005-06, Reserve Bank data said. The total FDI inflows into the country in the April-June period amounted to $10.073 billion, nearly one billion more than the total FDI inflows--$8.961 billion, reached in the 2005-06 period, RBI said in its August report. The FDI flow into India was less than $10 billion annually until 2005-06. It shot up to $22 billion in 2006-07 and $32 billion in 2007-08. China averaged $50 billion annually in the past decade. If the first quarter trend continued, India could cross this fiscal $40 billion mark in FDI annual inflow for the first time. FDI flows, during April-June, almost doubled when compared to the same quarter of FY 08, $5 billion. Of the total FDIs reached here in the April-June period this fiscal, around $2.253 billion was on account of the acquisition of shares of Indian companies by foreign entities, RBI said. While the momentum in the foreign direct investment is expected to continue in the remaing part of FY 09 on the back of a strong domestic demand, the pace of the growth may be a little lower compared to the preceeding months, RBI said.
